No, it doesn't. It effects those who don't meet the requirements, which has been empirically proven to disproportionately effect Democratic voters (poor, minorities, etc).
And again, no justification for making these individuals go through extra hoops (let alone a discussion about if they're able) to do what was perfectly acceptable before these laws went into place. Just a quiet, callous "too bad".

World War II veteran Darwin Spinks is wondering why he had to pay $8 to get a voter photo ID that should have been free when he recently went to the driver's license testing center here.
The state Legislature passed a law this spring requiring voters to show a photo ID in order to cast a ballot. It included the requirement that any Tennessee resident who didn't have a photo ID could get one free of charge.
But when the 86-year-old Spinks visited the testing center about a month ago on Samsonite Boulevard to get a photo ID for voting purposes, he said he had to pay.
Providing IDs for free (with rebate).
How is this not a poll tax?

I've got to admit that I was a skeptic, and somewhat am still skeptical of this movement, however I do not like the way public officials have handled themselves in dealing with these people.
Also, Occupy Chicago is sharing that "The CPD have informed protesters that they are not part of the public because they are holding signs. We are being forced to march in circles or risk being ticketed."
Tell me when the last time they made those Westboro Baptist sons of bitches march in circles.
