How stupid can one be?

A person from Chicago came in to take the Building Contractors Test. Before he entered the building, he decided to steal hubcaps on a vehicle next to his truck. Unknown to him there are security cameras all over the building. When the owners of the vehicle found their hubcaps missing, they reported it to the police. After viewing surveillance tapes, they noticed that the person was carrying an International Building Code book, which made it easy to track. The police contacted the person, told him if he returned the hubcaps the owners would not press charges. He agreed to return the hubcaps at which time the police arrested him. Good job P.D.
