Dolton officials have slashed a contract proposed for a firm headed by the mayor’s daughter from more than a million dollars to just $1 after questions from the Tribune.

And taking a nod from Wisconsin protesters, two Dolton trustees said they plan to boycott tonight’s village board meeting where trustees are set to vote on the proposed contract -- and every meeting until the proposal is taken off the table.

Without the two trustees, the village board won’t have a quorum and therefore can’t vote.

“We’ve got the same players with just different titles and more money,” said Trustee Deborah Green, who along with Trustee Willie Lowe plans to boycott meetings.

The proposed contract is for LL Care and Fitness to manage the Dorchester Center, a village-owned independent living and banquet facility for low-income seniors. Angelique Lewis, the daughter of Dolton Mayor Ronnie Lewis, now runs the facility, Lowe said.

LL Care and Fitness was created Nov. 29, according to the Illinois secretary of state's office. Angelique Lewis and Tom Lekavich are listed as managers. The main office address is 1515 E. 154th St., the same as the Dorchester Center, records show. Lekavich is an administrator at the Dorchester Center.

The contract originally called for LL Care and Fitness to earn $117,000 a month, totaling $1.4 million a year. But Lowe said on Sunday night he received a new proposed contract that called for paying LL Care and Fitness $1 a year, effective Tuesday through 2014. The contract also allows the village to change it at any time, Green said.

“Somebody got to him,” Lowe said of Mayor Lewis changing the proposed contract.

Green and Lowe are upset that Dolton officials never solicited bids for the contract, and that they haven’t received any information from LL Care and Fitness about their plans for bolstering services at the Dorchester, which once had more than 100 residents and now has about 65.

The Dorchester also sent letters last week to employees that said Dolton officials expected to hire LL Care and Fitness as the center's management company, effective Tuesday, according to a copy of the letter. The document didn't say employees were being fired, but the letter said a job application was enclosed, apparently for employees to reapply for their jobs.

The letter was signed by Lekavich, who could not be reached for comment. Angelique and Ronnie Lewis have declined to comment on the contract. But on Friday night, Mayor Lewis said nasty local politics have long simmered in Dolton. He said Victor Shaw, son of the late Dolton Mayor William Shaw, formerly worked at the Dorchester and no one criticized him for being on the village payroll. Victor Shaw declined to comment.

"I'm tired of these people and this political stuff," Mayor Lewis said without specifying who he was talking about. "They ought to stop."

Man, BWG, glad you posted that cuz tele caption was skewed on the news when I chimed in and only caught the last few lines. Remember Ronnie Lewis sued for his house on 143rd block and DOLTON Road, first black guy to move to Dolton in the '70s, claiming discrimination against the real estate business?

He filed discrimination back in the late sixties, Earl '70s, got his house free, and Don Hart, while in office encouraged him to run for city council. Don Hart died in the late eighties from Lou Gherigs (sic) disease.

He was overjoyed that Bill Shaw came to his house and said he would make sure he would continue health benefits after the election.


Although Don kept up via TelePrompTer with village hall until his term was up, he peacefully in the hospital ordered all trustees, friends and his family to vist him in the hospital before he requested they pull the plug on him. He thanked all for their support. They watched him slip away in peace.

I can't, but CAN believe the books are skewed and dumbbells are running like wild cattle in that village hall.

I though Lewis would be a man of integrity because it was Don Hart's most passionate project which he was most proud of: turning Dorchester Inn into a Senior Citizen's home.

The political climate changed shortly after Bill Shaw took over. No applications were accepted, and a host of half filled white workers were laid off, filled with cronies. I know an inside two people and a business the bingo people..and Don would be rolling in his grave right now.


Peck was mayor and died from aids. He paid my sisters schoolfriend to pose with him at affairs, lavishing her in mink stoles. She told me at my sisters wedding...she couldn't figure out why until after his death why he acted like he loved her but had no relations outside of fronting in functions. She grew pup in Dolton and was or is, a state trooper who moved on before he died.

When Don took over, his niece said they found twelve differen checkbooks where he used them for personal use. DON NEVER EXPOSED THAT.

DON WAS THE MOST HONORABLE AND HONEST MAYOR. AFTER THAT, CORRUPTION.

It's no secret he woman they saved from Katrina was hued as a front, and sex was the issue. One other girl was sexually involved her mo got wind of it ad to she her up, they hired her, that was under Bill Shaw and his bro is a joke. Hired to spy on who?

Corruption? You bet. Log on to the "Elvis Avenue Block" and find out how wonderful it was back in the glory days.

I have to correct the bottom half. Shaw put on a show hiring a Katrina victim that was ordered to write posts about how wonderful Bill Shaw was...and quit after being sexually harassed.

Another newcomer complained she was being sexually attacked and told her mom. To silence the mom, they gave her a job. This comes from someone I know to this day still works there. Their books should be looked into by the Feds. The corruption and sexual activities that take place within Village Hall still goes on after Bill Shaw passed away. It is no secret.

A government watchdog once compared south suburban Dolton to a bad "Saturday Night Live" skit. That comment came after then-Mayor William Shaw announced he would clean up the town by hiring an inspector general: his twin brother, Robert Shaw. The new IG got a city car and a $70,000 salary. Oh, and he couldn't investigate the mayor or the trustees.

Priceless.

When the Shaws left the scene (William died in 2008 and Robert lost a series of elections), a lot of people crossed their fingers and hoped that the troubled village would turn a corner.

Not so fast.

The Tribune's Kristen Schorsch recently reported on a move by the city to award a no-bid contract to a firm headed by Angelique Lewis, the daughter of Mayor Ronnie Lewis. The contract would have paid the firm a cool $1.4 million a year to run the Dorchester, a housing facility for low-income seniors owned by the village. The mayor claimed the amount was a typo.

"It's kind of a short stretch to see that (the mayor) is benefiting his daughter by his connections. Ethically, it is very bad," Terry Norton, director of the Center for Open Government at the Chicago-Kent College of Law, told the Tribune.

With two angry trustees boycotting, the mayor cast the deciding vote to approve a revised contract. The new contract will pay the firm only $2 a year. Ah, but don't get caught napping: The village can change the payout of that contract at any time.

Priceless.

Actually, there is a price, and it's paid by the residents of a town that struggles with a lot of problems. About one in six Dolton residents lives in poverty. Unemployment runs nearly twice the statewide average, according to the Census Bureau.

The thing about the Shaws is that they were so notorious, so brazen—Mayor Shaw handed out police badges to his son, staff and even convicted drug dealers—that everyone knew to watch them.
