Health Care Bill Going To Vote

Two questions.

Can someone explain to me what public option means?

What do they mean by an opt-out provision?

The "public option" is an alternative, non-profit insurance plan (sort of like Medicare). It would be one of many plans to choose from in the proposed "insurance exchange."

The "opt-out" provision would enable a state to not provide a public plan to its citizens, if that's what a state decides to do.

Hope this answered your questions.

Well an opt-out provision sure sucks. Is there even a chance for Indiana if a bill like that were to pass?

If it passes, and works well, it's going to be awfully tough for a state to not offer a public option to its citizens. I think that the only way that would happen is if the private insurers in the state offer a plan that is competitive, both in price and benefit level, to the public plan.

In any case, the "opt-out" provision is the only reason that a "public option" is still a possibility. It's pretty clear that the votes aren't there without the ability to "opt-out." Some form of the public option will likely pass in the House, but it's not clear at this point how it will fare in the Senate, where 60 votes are needed to stop a filibuster.

Something should pass in the House in the next couple of weeks. It looks like the holdup is going to be in the Senate. I'd be surprised if we see anything passed in the Senate by the end of the year.

The Republicans are stalling everything using procedural maneuvers in the Senate, even when they "support" a bill. It's been a month now since the House passed a bill extending unemployment benefits, but the Republicans have successfully delayed passage all this time. An unemployment extension will finally pass in the Senate this week. The delay has stopped the Senate from starting formal debate on Health Insurance Reform as well.

It's widely acknowledged that the GOP is trying to "run out the clock" in order to prevent a health insurance reform bill from passing in the Senate this year.

Ooops....

Eric Cantor Admits "Deem and Pass" Is Legitimate

Quote :
Cantor sheepishly smiled at Hoyer and ultimately agreed. “Yes, Steny is right. The rules of the House allow for this type of deeming provision, it’s called a self-executing provision which means that once the bill, the rule for the next bill passes, the Senate bill is automatically is deemed as having passed,” he said. As Norman Ornstein points out, “that strategy, then decried by the House Democrats who are now using it, and now being called unconstitutional by WSJ editorialists, was defended by House Republicans in court (and upheld). Dreier used it for a $40 billion deficit reduction package so that his fellow GOPers could avoid an embarrassing vote on immigration.”

So can we opt out of the taxes to pay for this thing's shortfalls? No, I didn't think so.

Clearly passage of this boondoggle is no cause for celebration and Obama's signature would be far from the end of it. You can take that to the bank.

Great News and hopefully the final nail in the GOP obstructionist coffin..........

CBO Score On Health Care Bill Released: Boosts Democrats' Hopes Of Passing Reform
Quote :

Comprehensive health care reform will cost the federal government $940 billion over a ten-year period, but will increase revenue and cut other costs by a greater amount, leading to a reduction of $130 billion in the federal deficit over the same period, according to an analysis by the Congressional Budget Office, a Democratic source tells HuffPost. It will cut the deficit by $1.2 trillion over the next ten years.

The source said it also extends Medicare's solvency by at least 9 years and reduces the rate of its growth by 1.4 percent, while closing the doughnut hole for seniors, meaning there will no longer be a gap in coverage of medication. The CBO also estimated it would extend coverage to 32 million additional people.

I don't see the savings bringing the costs down because the assumptions of savings are being redirected to other things. All I can see from Obama-Care is an effort to raise taxes and call that a "savings." Meanwhile the Senate seems ready to incorporate the nationalization of Federal student loans into the healthcare supposed "reform." Seems pretty odd to me that that it appears there may be less people that approve of Obama-Care than draw some form of government entitlement. So the people who are to be forced to pay for it just don't buy the fuzzy math.

Even the CBO report of $940 bil in the first 10 years states those findings are only preliminary, so I take that figure (bad as it is) with but a grain of salt and expect it to be revised upwards. As they used to say, you put garbage data into a computer you get garbage output.

As they say garbage in, garbage out. No matter how dependable you feel the CBO is their estimates come from the structure of the question posed to them and again they admit their last numbers were only preliminary. If you structure the question to include double counting of revenues that's not the fault of the CBO. It's looking for math errors not fault with the assumptions.

Nonsense. There is an excellent article in the New York Times today regarding this bill and the CBO process.

http://www.nytimes.com/2010/03/19/us/19score.html?scp=4&sq=cbo%20numbers&st=cse

A couple of excerpts...

Quote :
So how did the numbers come out just right? Not by accident.

Congressional Democrats have spent more than a year working with the nonpartisan budget office on the health care legislation, and as they fine-tuned many of the bill’s various provisions in recent weeks, they consulted repeatedly with its number-crunchers and the bipartisan staff of the Joint Committee on Taxation.

In other words, the overall numbers were never going to miss the mark. Whenever the budget office judged that some element or elements of the bill would cause a problem meeting the cost and deficit-reduction targets, Democrats just adjusted the underlying legislation to make sure it would hit their goal.

Quote :
Think about it this way: Building the health care legislation was not some wild shopping spree in Macy’s, running through the store grabbing whatever looked nice off the racks and then heading to the cash register with credit card and a bunch of coupons in hand, only to let the cash register render its verdict.

Rather, it was more like a trip to the local fruit stand with a set amount of money in hand, and every item clearly marked with a price per pound. The precise mix of apples, oranges, pears and grapes could be adjusted — a little more of this, or a little less of that — so there would be just the right amount of ingredients to make a fruit salad, without blowing the budget.

That health bill will only enhance benefits for illegals, and 1/3rd of the docs are gonna retire or leave according to one of somebody's praising poll, if it does pass. (Which it won't - lawsuits will abound.) We can't have this dictator for a POTUS. It's illegal and against our constitution, and look for him to be found incompetent to be eligible for POTUS.

If it passes, it will be illegal. Facts are, it is unconstitutional under the "deed" and many are gonna go for impeaching Nancy and POTUS.

It won't pass, so don't worry. They don't tackle the root of the problem before curing the cause of the problem...booting out all illegals that are the cause of our economy and freeloading off taxpayers.

But they need their votes in Nov. and that's what's gonna blow the demos out of congress.

Yeah, well it's going to be an up or down vote,so you can throw that talking point out the window.

Yeah right, that's why Pres Obama and every Democratic congressional leader are all on TV with ear to ear grins.

Don't count your chickens before they hatch. Here's my prediction.....Within 2-4 weeks of the passage the polls will show more people favoring it. By the time Nov rolls around, citizens will realize that they still are able to keep the health care they already have, they keep their Dr,hospital, etc. They will see for themselves that the GOP scare tactics were just that. No death panels or any of their other insane predictions will have come true. In fact,it won't even be an issue,unless.....the idiot Republicans decide to run on repealing it,in which case,it may end up being bad news for them.

Martha says:

GOD HELP THIS COUNTRY.
This country has been destroyed.
That is all I can say.

for those of you who wanted this.
I hope that you are happy.

Unless you have watched the meetings etc.
you have no idea what has been done.

let me help you a little.

they are figuring 5.5 million people are going to lose their jobs.

you have just hired 16,500 new IRS agents.
at a cost of another $10 Billion that was now in the bill for coverage.
They will be checking with everyone every month
to see that you have government approved ins.
If not you will be fined for that month.

Have medicare advantage. kiss it good by.

need a medical prosecure done. Stent, hip etc.
You will now be paying a tax on it.

illegal alien. you don't need insurance.
and you won't get fined.

You Amish. you don't need insurance and won't get fined.

Freetime. Tell your mom to put more money aside.
there will now be a 3.8 % federal tax on the house
that you live in. Same for anyone else that owns
property that they rent out. Rent an office somewhere? Be prepared.

3.8 % federal taxes on other monies that you may have.

33-46 % of the doctors will close their offices.

Some doctors and hospitals will stop taking medicare and medicaide patients.

some more drug stores will stop taking new medicare and medicaide patients for prescriptions.

and since the E.O. can't over ride the abortion law in
the new healthcare bill. there will now be more abortions because the bill will now pay for abortions.

I grieve on this day.

Suzy said to pass this along and I agree!

Obama's Military Private Insurance Proposal

The following has been checked out throughwww.snopes.com and also www.ask.com, the story appeared in the Washington Times. Chew on this for a while.

THIS HAS GOT TO BE THE MOST OUTRAGEOUS STATEMENT EVER MADE BY A PUBLIC OFFICIAL LET ALONE BY THE PRESIDENT OF THE UNITED STATES. AND THIS GUY IS OUR "COMMANDER IN CHIEF". HE IS A DISGRACE.

UNBELIEVABLE PRESIDENT???

HERE IS HIS RESPONSE WHEN HE BACKED OFF FROM HIS DECISION TO REQUIRE THE MILITARY PAY FOR THEIR WAR INJURIES.

WHAT AN EMPTY HEADED PERSON HE MUST BE....

Bad press, including major mockery of the plan by comedian Jon Stewart, led to President Obama abandoning his proposal to require veterans carry private health insurance to cover the estimated $540 million annual cost to the federal government of treatment for injuries to military personnel received during their tours on active duty. The President admitted that he was puzzled by the magnitude of the opposition to his proposal.

[]

"Look, it's an all volunteer force," Obama complained. "Nobody made these guys go to war. They had to have known and accepted the risks. Now they whine about bearing the costs of their choice? It doesn't compute.." "I thought these were people who were proud to sacrifice for their country, "Obama continued. "I wasn't asking for blood, just money. With the country facing the worst financial crisis in its history, I'd have thought that the patriotic thing to do would be to try to help reduce the nation's deficit. I guess I underestimated the selfishness of some of my fellow Americans."

Please pass this on to every one including every vet and their families whom you know. How in the world did a person with this mind set become our leader? I didn't vote for him!!!

REMEMBER THIS STATEMENT... "Nobody made these guys go to war. They had to have known and accepted the risks. Now they whine about bearing the costs of their choice?"

If this guy thinks he will ever get another vote from an Active Duty, Reserve, National Guard service member or veteran of amilitary service he ought to think it over.. If you or a family member is or has served their country please pass this to them.

Here's the real story....

Would Obama Have Soldiers Pay for Own War Injuries?

May 12, 2009
Updated: Sept. 25, 2009

Q: Did Obama accuse veterans of "selfishness" and whining? Would he have forced them to "pay for their war injuries"?

A: This chain e-mail contains fabricated quotes and misrepresents a budget idea that the White House scrapped. The quotes were intended as satire.
http://www.factcheck.org/2009/05/would-obama-have-soldiers-pay-for-own-war-injuries/
